WALGA action

 Following on from yesterday's letter writing workshop, looking at how New Zealand's local governments are being primed to report on climate related financial risk and opportunities.

I found a fascinating report from the West Australian Local Government Association (WALGA), created by Climate Planning using the informed.cities framework, that reviewed all public documents from every Council in WA relating to climate change governance.

All the Councils have a legally required Stragtegic Community Plan but the quality of those plans was not considered to be good overal.  Nearly 2 thirds are at the average level or below it.

  • 19 councils (14%) scored High
  • 34 councils (24%) scored Intermediate
  • 43 councils (31%) scored Basic
  • 42 councils (30%) have no consideration of climate change in their Strategic Plans and were scored None.

I couldn't find the data for the City of Canning, but it makes a good talking point.

Financial reporting was worse.  Only 88% of Councils have publicly available reports, and of those, 85 Councils contained no mention of climate change.

The report goes on to illustrate poor performance on disclosure for 8 more indicators,

  • Public Risk registration
  • Asset Management
  • Land Use Planning
  • Emergency Management
  • Climate Risk Management
  • Greenhouse Gas Emissions
  • Adaptation Planning
  • Climate Change Policy.
This report came out in 2019.
As a consequence WALGA now have an open Expressions of Inteterest for a Climate Change Collaborative, and a project for Climate Resilient Councils.
